Carol Spencer

Carol SpencerCarol graduated from Bates College in Lewiston Maine in 1974 with a Bachelor’s degree in French. Economic times were tough, gas lines were long, and getting a job was not easy. Having long been a seamstress, Carol decided she wanted to go to Fashion Institute of Technology to study theatre costume design. Her father, mortified, saw nothing but starvation ahead. He kept insisting she interview with IBM. To humor him, she did. IBM offered her a job in computer sales. After about a nanosecond comparing starvation (and more college debt) to a salary, she took the job with IBM. That started Carol on a career path that has now spanned more than 30 years.

After 11 years as a Marketing Representative, with two babies at home, Carol left IBM. To keep current with rapidly changing technology, she bought a PC and started a small consulting business.

At the same time, Carol became actively involved in her community. She was appointed to the Denville NJ Planning Board in 1986. In 1990, she ran for and won a seat on the Town Council. After six years, Carol was elected mayor, a position she held through 1999. Carol continues to be active in party politics, serving on the boards of both her County and State Women’s Republican Clubs. She serves as Technical Director for the Morris County NJ Republican Committee.

In 1993, Carol was hired by the County of Morris Information Systems Division as Special Project manager. Carol wrote Morris County’s 1996-2000 Information Technology Strategic Plan. She was project manager for the selection and implementation of a new County finance system. Carol had taught herself HTML in order to put her town on the web in 1996. When several County departments asked for websites, she was assigned the projects. Carol continues to be the "go to" person for websites at the County.

Carol currently writes or maintains more than 20 websites. She has designed and written sites for small businesses, local governments, candidates and elected officials, non-profits and, of course, Morris County.

Carol A. Spencer was named an Outstanding Young Woman of America in 1987 and has been listed in "Who’s Who of American Women" since 2000. In her "spare" time, she still sews and knits!

Carol remains the 2008 NAGW Treasurer (past 2006, 2007 Treasurer).
